Financial Management Book keeping
Maintain up-to-date and accurate records of all financial transactions in accordance with accounting standards.
Manage the day-to-day financial operations of the DEOC, including preparation of vouchers, bills, ledgers, and
registers.
Budgeting and Fund Utilization
Assist in the preparation of annual and project-specific budgets.
Ensure effective utilization of funds under various schemes and heads.
Monitor fund flows and flag discrepancies or shortfalls.
Reporting and Documentation
Prepare monthly, quarterly, and annual financial statements and reports.
Submit Utilization Certificates (UCs), audit replies, and financial progress reports to concerned authorities in a
timely manner.
Maintain records for internal and external audits.
Compliance Coordination
Ensure compliance with government financial rules (GFR), audit guidelines, and applicable taxation rules (like
GST).
Coordinate with service provider agencies, banks, auditors, and relevant departments for financial matters.
Support in Procurement
Assist the DDMA in procurement processes by ensuring financial vetting of quotations, bills, and tender
documents as per norms.
Maintain stock and asset registers in coordination with procurement officers.
MIS and Computerized Accounting
Use accounting software or MS Excel for maintaining digital records.
Generate computerized reports as required for internal review and external submission
Emergency Financial Support
Ensure availability and quick disbursal of funds during emergencies/disaster response situations.
Maintain contingency fund utilization records.
Audit
Audit of all accounts of DDMA and DEOC.
Audit of all funds received under SDMF and SDRF or any other fund.
Timely submission of Utilization Certificates of projects running by District/State and Central Govt.
As per directions of State Govt/SDMA/DDMA any other audit activity
Other Duties
Support the DDMA/DEOC in any other administrative or finance-related tasks as assigned by the SDMA,
Relief Commissioner Office, District Magistrate, Additional District Magistrate(F/R) Disaster Expert of
DDMA
